North Norfolk District Council's
Local Development Framework

We continue our work to extend the line into and through Holt. In that respect we were very active in seeking to persuade the Independent Inspector, who headed the public examination of the North Norfolk District Council’s Local Development Framework (LDF), that crucial parcels of land on the route should be given protection from development. Indeed, we had asked for the whole High Kelling to Fakenham route to be protected, as is already the case with the Fakenham to North Elmham section north of the MNR. Protection in the LDF is important to land purchase negotiations.

We were represented by Chartered Surveyor and Land Agent, Nigel Morgan, at several crucial meetings during the LDF hearing and are very pleased to be able report that the adopted LDF includes the Inspector’s recommendations to safeguard the construction of the railway into and through Holt.

These excerpts from the adopted LDF show some main elements:

H09/12/21, (the area of land to the south of Holt bypass) “The junction layout should take account of, and should not compromise, the possible future extension of the North Norfolk/Bittern Line railway along the A 148 corridor”

H15 (the area of land to the north of the bypass closest to The Belt) “Modify text to state that development should not compromise the possible extension of the railway.”

CP10 (the proposed car park off Thornage Road) “This pedestrian link should take account of, and not compromise, the possible restoration of the track to rail use.”

This effectively protects the rail route into and through Holt which is really a significant achievement.
